About the project

Belgium put its GNSS mileage tax for heavy goods vehicles over 3.5t into operation on April 1, 2016. After the failure of the Ecotaxe project in France, 4icom is pleased to bring its expertise and know-how to the T-Systems / Strabag consortium to build the winning bid, then construct and commission the system on schedule. Another fabulous human adventure! Since then, the system has exceeded its performance targets, and by 2022, on behalf of Flanders, Wallonia and Greater Brussels, Viapass will have collected 829 million euros in taxes and tolls.

  • Supply strategy
  • Definition of communication strategy and plan
  • Definition of the distribution network in compliance with requirements
  • Customer journey description
  • Etc.

Construction phase

September 2014 / December 2016

4icom supports Satellic NV in :

  • Support for the design and piloting of the Satellomat (automatic distribution terminal for GNSS OBUs)
  • Definition and acquisition of sites for Satellomats (124 in all) in Belgium, Germany, France, Luxembourg and the Netherlands
  • GNSS Satellic OBU development assistance
  • Interoperability study with the Liefkenshoek Tunnel
  • Contribution to and execution of the "Go Live" plan (March / July 2016)

EETS Accreditation phase

October 2015 / April 2016

4icom assisted Axxès in developing its solution to be interoperable in Belgium, then piloted the accreditation, which was obtained on March 31, 2016, 2 hours before the tax came into force.

The role of 4icom :

  • Viapass requirements analysis for EETS
  • Traceability and compliance matrix
  • Support for the design of the Axxès interoperable solution
  • Test plan definition

Then steering the accreditation process:

  • Pre-tests in Belgium
  • Definition of accreditation tests (DSRC, E2E, test scenarios)

  • Test reports
