About the project

The Collectivité Européenne d'Alsace (CeA) is preparing the introduction of a Kilometric Tax for Heavy Goods Vehicles over 3.5t in Q4 2025. In line with European directives, this system is based on satellite technology (GNSS) and is interoperable with other toll sectors in Europe.
4icom, in association with Dentons and EY, is providing technical project management assistance.

Project phases

Study phase

June 2019 - November 2020

  • Review of the European tolling context (technical and regulatory)
  • Toll network definition and impact analysis
  • Traffic study and estimate of heavy goods vehicle volumes involved
  • Definition of different scenarios: system architecture, financial aspects (CAPEX and OPEX), European interoperability
  • SWOT analysis and recommendations

Tender preparation phase

December 2020 - June 2022

  • Sourcing with industry and EETS (European Electronic Toll Collection Companies)
  • High-level design of future solution including EETS providers
  • Definition of technical tender documentation: functional specifications, requirements matrix, KPIs
  • Review of financial and contractual elements (technical consistency).

 

Tender phase

July 2023 - January 2024

  • Preparation of tender documentation and its various stages:
    • Initial offer
    • Competitive dialogue
    • Final offer
  •  Finalizing the contract
  • Development of the toll domain declaration.

Construction phase

February 2024 - Q4 2025

  • Support during the construction phase
    • Design review
    • Project follow-up
    • Test plans
  • Assistance in processing parallel accreditations for EETS providers
  • Support for the launch phase
